This type of tongue-shaped brooches were worn in the same manner as tortoise brooches. These brooches are based on a find from Birka.

Tongue-shaped brooches serve as an alternative to tortoise brooches. They are typically around ten centimeters long, but they can also be slightly smaller. They are rare, but we know of at least four Swedish finds, of which at least two, possibly all, are from Björkö (Birka). Two have geometric figures, and two have animal ornamentation. Sometimes they have attached rings to facilitate the hanging of rows of beads below. Link to the Icelandic find.
